• This morning, Wednesday, in the Egyptian capital Cairo, His Excellency Dr. Abdullah Al-Sharif Arhouma, Minister of Labour and Rehabilitation, accompanied by Engineer Haitham Hussein, Chairman of the Egyptian worker’s Complex, paid an official visit to the Military Academy for Postgraduate and Strategic Studies.
• He was officially received by Major General Wael El-Banna, Deputy Director of the Military Academy for Postgraduate and Strategic Studies, and Major General Dr. Mohamed El-Dessouki, Assistant President of the Academy for Postgraduate Studies.
• At the beginning of the meeting, Major General Wael El-Banna welcomed His Excellency the Minister and his accompanying delegation, affirming the Academy’s commitment to opening its doors to brothers from Arab countries and to transferring expertise to them in various military, educational, and administrative fields. He also emphasized the Academy’s mission to deliver knowledge through numerous academic courses that provide trainees with the latest information and training methods.
• Major General Dr. Mohamed El-Dessouki confirmed that the Academy offers specialized courses in various scientific and developmental fields, particularly in artificial intelligence and information technology. These programs aim to achieve intellectual and practical progress for participants, while also fostering cultural and cognitive growth. The Academy also offers specialized courses in strategy and national security.
• During the visit, His Excellency was presented with a visual briefing and a comprehensive overview of the courses that will be delivered to the first-tier employees of the Ministry, as well as specialized training programs designed for job seekers. These programs aim to create real employment opportunities in local, regional, and international labor markets. His Excellency also toured the Academy’s facilities and training capabilities.
• He expressed his admiration for what he observed during the visit, highlighting the progress in academic content, training methodologies, and the high caliber of students and lecturers.
• He affirmed his belief that nation-building and prosperity require investing in human capital, especially during Libya’s current reconstruction phase, being led by the General Command of the Libyan Arab Armed Forces and the Development and Reconstruction Fund.
• The Ministry of Labour and Rehabilitation is striving to keep pace with this progress by developing the capacities of state employees and job seekers, investing in human resources as a vital driver for national development. In this context, the Ministry has launched the initiative “Creating a Libyan Workforce,” which aims to train 25,000 job seekers within Libya, in addition to training 1,000 abroad. This is in line with the directives of the Commander-in-Chief of the Libyan Arab Armed Forces, Field Marshal Khalifa Belqasim Haftar, and the instructions of the Prime Minister, Dr. Osama Hammad. The initiative seeks to prepare youth with the skills and specialties required in the Libyan labor market.
• This drives our keenness to enroll Libyan youth and job seekers in these high-level strategic training programs in the Arab region, in implementation of the Memorandum of Understanding with the Egypt Labour Complex.
• In his remarks, His Excellency extended his sincere thanks and appreciation to the Arab Republic of Egypt and its political leadership, represented by President Abdel Fattah El-Sisi, and to the honorable Egyptian people for their continued support to their Libyan brothers.
• He also expressed his gratitude to Major General Wael El-Banna, Deputy President of the Military Academy for Postgraduate and Strategic Studies, and Major General Dr. Mohamed El-Dessouki, Assistant President of the Academy for Postgraduate Studies, and to all Academy officers for their warm welcome and generous hospitality.
• Special thanks were extended as well to the Egypt Labour Complex and its young leadership represented by the young engineer Haitham Hussein, along with all the trainers and staff of this grand industrial, service, and educational institution.
• Engineer Haitham Hussein, Chairman of the Board of the Egypt Labour Complex, pointed out that this visit comes as part of the activation of the protocol signed with the Libyan Ministry of Labour and Rehabilitation. Through this protocol, several specialized courses will be held at the Military Academy in collaboration with the Egypt Labour Complex, contributing to the development of human capacities industrially, technologically, and economically.
• It is worth noting that the Military Academy for Postgraduate and Strategic Studies offers high-level courses in artificial intelligence, cybersecurity, leadership, entrepreneurship, strategic planning, crisis management, and other vital fields needed to qualify national human resources, making it a top destination for Arab countries. The Academy has also attracted the attention of His Excellency the Minister in the third phase of the “Creating a Libyan Workforce” initiative.

Son Excellence le Ministre du Travail et de la Réhabilitation effectue une visite officielle à l’Académie Militaire d’Études Supérieures et Stratégiques en République Arabe d’Égypte, accompagné du Président du Conseil d’Administration du Complexe des Ouvriers d’Égypte, dans le cadre de l’activation des dispositions du protocole d’accord signé entre le Ministère du Travail et de la Réhabilitation et le Complexe Ouvriers d’Égypte.

• Ce mercredi matin, dans la capitale égyptienne, Le Caire, Son Excellence Dr. Abdallah Al-Charif Arhouma, Ministre du Travail et de la Réhabilitation, accompagné de l’ingénieur Haitham Hussein, Président du Conseil d’Administration du Complexe des Ouvriers d’Égypte, a effectué une visite officielle à l’Académie Militaire d’Études Supérieures et Stratégiques.
• Il a été officiellement accueilli par le Général de Division Wael El-Banna, Directeur Adjoint de l’Académie Militaire d’Études Supérieures et Stratégiques, ainsi que par le Général de Division Dr. Mohamed El-Dessouki, Assistant du Président de l’Académie pour les Études Supérieures.
• Au début de la rencontre, le Général Wael El-Banna a souhaité la bienvenue à Son Excellence le Ministre et à sa délégation, affirmant l’engagement de l’Académie à ouvrir ses portes aux frères des pays arabes et à leur transmettre son expertise dans les domaines militaire, éducatif et administratif. Il a souligné que l’Académie dispense des formations de haut niveau qui permettent aux stagiaires d’acquérir les connaissances les plus récentes et les méthodes d’entraînement les plus modernes.
• Le Général Dr. Mohamed El-Dessouki a précisé que l’Académie propose des cours spécialisés dans divers domaines scientifiques et de développement, notamment dans l’intelligence artificielle et les technologies de l’information, contribuant ainsi à un développement intellectuel et culturel du stagiaire. Elle dispense également des formations en stratégies et en sécurité nationale.
• Au cours de sa visite, Son Excellence a assisté à une présentation visuelle détaillant les formations destinées aux cadres du ministère ainsi que les programmes spécialisés pour les demandeurs d’emploi, dans le but de leur offrir de véritables opportunités sur le marché du travail local, régional et international. Il a également visité les infrastructures et les capacités pédagogiques de l’Académie.
• Il a exprimé son admiration pour ce qu’il a vu, tant sur le plan du développement des idées, des contenus pédagogiques, que sur le niveau élevé des stagiaires et des formateurs.
• Il a réaffirmé sa conviction que la construction et la prospérité des nations reposent sur le développement humain, et que l’État libyen est actuellement en phase de reconstruction grâce aux efforts du Commandement Général des Forces Armées Arabes Libyennes et du Fonds de Développement et de Reconstruction.
• Le Ministère du Travail et de la Réhabilitation s’efforce d’accompagner cette dynamique en développant les compétences des fonctionnaires et des demandeurs d’emploi, en investissant dans le capital humain, moteur essentiel de tout progrès national. C’est dans ce contexte que le ministère a lancé l’initiative « Création d’un Cadre Libyen », visant à former 25 000 demandeurs d’emploi à l’intérieur du pays, et 1 000 à l’étranger, selon les directives de Son Excellence le Commandant en Chef des Forces Armées Arabes Libyennes, le Maréchal Khalifa Belqasim Haftar, et les instructions de Son Excellence le Premier Ministre, Dr. Oussama Hammad. Cette initiative vise à qualifier la jeunesse libyenne et à la former aux métiers et spécialités demandés sur le marché du travail libyen.
• Cela motive notre engagement à intégrer les jeunes libyens dans ces formations stratégiques de haut niveau, au sein de la région arabe, conformément aux dispositions du protocole d’accord avec le Complexe Ouvrier d’Égypte.
• Dans son discours, Son Excellence a adressé ses remerciements et sa reconnaissance à la République Arabe d’Égypte et à sa direction politique, représentée par Son Excellence le Président Abdel Fattah Al-Sissi, ainsi qu’au peuple égyptien pour leur soutien constant envers leurs frères en Libye.
• Il a également remercié chaleureusement le Général de Division Wael El-Banna, Directeur Adjoint de l’Académie Militaire d’Études Supérieures et Stratégiques, le Général de Division Dr. Mohamed El-Dessouki, Assistant du Président de l’Académie, ainsi que tous les officiers pour leur accueil chaleureux et leur généreuse hospitalité.
• Ses remerciements ont également été adressés au Complexe Ouvrier d’Égypte, à son jeune leadership représenté par l’ingénieur Haitham Hussein, ainsi qu’à tous les formateurs et employés de cette grande institution industrielle, éducative et de services.
• L’ingénieur Haitham Hussein, Président du Conseil d’Administration du Complexe Ouvrier d’Égypte, a précisé que cette visite s’inscrit dans le cadre de la mise en œuvre du protocole signé avec le Ministère libyen du Travail et de la Réhabilitation. Ce partenariat permettra l’organisation de nombreuses formations spécialisées à l’Académie Militaire, en coopération avec le Complexe Ouvrier d’Égypte, contribuant ainsi au développement des capacités humaines dans les domaines industriels, technologique et économique.
• Il convient de noter que l’Académie Militaire d’Études Supérieures et Stratégiques dispense des formations de haut niveau en intelligence artificielle, cybersécurité, leadership, entrepreneuriat, planification stratégique, gestion des crises et autres disciplines essentielles pour la qualification des ressources humaines nationales, ce qui en fait une destination privilégiée pour les pays arabes frères. Elle a d’ailleurs retenu l’attention de Son Excellence le Ministre dans le cadre de la troisième phase de l’initiative « Création d’un Cadre Libyen ».
